FMCSA Clearinghouse registration: owner operator steps, in order
For FMCSA Clearinghouse registration, owner operator carriers follow six steps. The Drug and Alcohol Clearinghouse is FMCSA's online database of CDL drivers' drug and alcohol violations. Employers must query it before a driver starts and once a year after; drivers must register to give consent. An owner operator with a CDL truck is both, so you register in both roles.
Driving a non-CDL box truck? The Clearinghouse is part of the DOT testing program for CDL drivers. Most 26 ft box trucks are rated at or under 26,000 lb and need no CDL, so their drivers do not register.

FMCSA Clearinghouse owner operator mistakes that hold up your first load
The DOT Clearinghouse owner operator setup trips people up in the same places:
- Registering in only one role
- You need both the employer and the driver registration. Without the driver side, you cannot give consent for your own full query.
- Designating a C/TPA that never accepts
- The designation is not complete until the C/TPA accepts it. Check that it shows as accepted.
- No queries in the account
- A query cannot run until the employer account has queries to use, even if your C/TPA is ready.
- Consent not given
- A full query waits for the driver's electronic consent. As the owner operator, that is you, logged in as the driver.
- Details that do not match
- Your CDL number and state must match your license exactly, or the driver record will not link.

Why a C/TPA makes the Clearinghouse easier
A consortium or third-party administrator (C/TPA) runs the parts of the program a one-person company cannot run alone: the random pool, collection sites, MRO review, and reporting to the Clearinghouse when the rules require it.
For owner operators, designating a C/TPA is not optional: the rules require it, so that someone other than you handles the employer reporting on your own tests. Once designated, your C/TPA can run queries on your behalf with your permission, using the queries you bought.
