That puts a typical first year near $200 at these prices. In a year you are not selected, it is the fee plus the pre-employment test; in a year you are selected twice, it is more. After year one, there is no pre-employment test unless you hire a driver.

Consortium cost vs paying per test

A one-driver company cannot run its own random program, because a random pool needs other drivers in it. So for an owner operator the real choice is between consortiums, not between a consortium and paying per test. Compare the annual fee, what it includes (MRO review, Clearinghouse reporting, policy documents), and the per-test prices, since those add up when you are selected.

FMCSA random testing rate for 2026

For 2026, the minimum annual random testing rates for FMCSA-regulated carriers are 50% for drugs and 10% for alcohol, unchanged from the year before. The rates were announced on January 8, 2026.

The DOT random drug testing percentage applies to the average number of driver positions in the pool, not to each driver. In a consortium pool of 1,000 drivers, at least 500 random drug tests and 100 random alcohol tests happen in the year. Each driver has the same chance at every selection, so one owner operator might be tested twice in a year or not at all.

FMCSA can raise or lower the rates each year based on the positive rate from the year before, so check the current year's rates every January.
